Welcome to my series of cheap but competitive decks built for new or returning players who do not want to spend much cash but still want to play competitively. Many of you might know that in the last year Atlanta (where I am from) has had a lot of new and returning players. I am putting together these decks primarily for them, but figure its probably best to post them for all to use as well.
This deck is based on Fear Will Keep Them In Line (v):
During your control phase, for each battleground system controlled by your Star Destroyer within 2 parsecs of Death Star, opponent loses 1 Force.
"Fear" decks used to be one of the strongest decktypes before they errata'd this card to say "opponent loses 1 force" instead of 2 force. Even still, it can be a somewhat competitive cheap deck, which is our goal. You also get to use big ships which is fun!
Here is the strategy of the deck:
GROUND
The ground in this deck is very basic. You never try to flip your objective, so you always have the ability to ignore battle damage at your Death Star Docking Bay (your objective says: "At Death Star sites, your Force drains and battle damage against you are canceled."). This combined with Lord Sidious being fully immune to attrition means that the only way your opponent can kill Sidious (your entire ground force) is to hit him with a weapon. There are many cards that you can use to protect him from weapons. Here is a list of some you can use (note that not all are in the deck, but if you need to add a card because you don't have something else, you can try one of the others):

Weapon Levitation
You have to have some plan to go to ground with this deck, because you need to be able to pay for Battle Plan. Sidious is the best way to do it.
SPACE
This is where you are very strong! The non-unique ICSDs can even deploy for 3 force each when they are deploying where a unique one already is. That is because of their text (listed first) and then Dreaded Imperial Starfleet (v)'s (listed second):
"Deploys -3 to same location as a unique (?) Star Destroyer. "
"Deploy on table. While you have more systems on table than opponent, your capital starships deploy -2 (to a minimum of 3) to battlegrounds."
So, if your opponent is not very careful and leaves a ship alone, you can deploy a unique icsd for -2 (dreaded imperial starfleet v) and a bunch of the non-uniques for -5 and beat him down! Alternatively, you can use this to deploy cheaply at one system and then spread out at all your systems to drain for a large amount. Admiral Chiraneau helps your force drains.
EARLY GAME SETUP
Your first action of the game is always the same. Use Endor Shield (v) to pull Commander Merrejk into your hand. Then you deploy him to the death star war room (pulled with your objective) and use his gametext to pull all your systems. You can use Crossfire (v) to pull Fear Will Keep Them in Line (v) into your hand for 3 force. You also need to move the death star to parsec 2 to get the most out of FWKTIL (v).
AFTER YOU SETUP
After you've begun setting up, you have options. You can go quickly to space or you can try setting up Sidious on ground first. Some games, you'll want to deploy all your space fleet early and spread thin to maximize drain + Fear damage. Other games you'll want to try to beatdown your opponent in space as described above.
CHEAPER ALTERNATIVES TO * CARDS
Crossfire (v)* - remove this, add a 3rd fear will keep them in line v and a 3rd twilek advisor
Grand Admiral Thrawn*-replace with more star destroyers or a double of another strong space card like lateral damage or overwhelmed!
Captain Bewil (v) x2*-he is here to search your force pile for interrupts. if you want to take him out, just double up on the interrupts you'd want to pull with him!
Chimaera*-any old unique star destroyer will do! In this type of deck, more star destroyers is pretty much always a good thing! I've seen versions with over 20 unique & non-unique ones.
Intensify the Forward Batteries x2*-this is here to give sidious defense value +2. If you can't afford it, use more of the cards on the above list under the GROUND section.
Force Push (v)*-this can be replaced with anything (space or ground)
